*New/Updated Information on the Pursuit/Death Investigation-including identity of the victim

The Clinton County Sheriff’s Office has identified the driver of a vehicle involved in a pursuit in Clinton County on Sunday afternoon, December 20, 2015.’Read more’ for the official update from the Clinton County Sheriff’s Department.

Armstrong was pronounced deceased at the scene in DeWitt where the pursuit terminated after responding officers heard a gunshot originating from the pickup truck and they found Armstrong unresponsive.

There was an active warrant for Armstrong’s arrest for Violation of Parole with a $5000 cash bond.

The original 911 complainant reported that Armstrong was chasing a red Firebird with a pickup truck and that Armstrong was armed with a firearm. The responding deputy went to the call of a disturbance at a residence near Andover and reported that Armstrong had pointed a handgun at the deputy upon his arrival. A vehicular pursuit began with Armstrong driving a white Dodge pickup truck.

A subsequent investigation at the rural Andover scene showed that Armstrong had discharged his handgun at another resident prior to the deputy’s arrival.

The incident remains under investigation by the Iowa Division of Criminal Investigation, the Clinton County and State Medical Examiner’s Office and the Clinton County Sheriff’s Office.
