The Clinton City Council will learn about plans for the renovation of the Wilson Building, a forgiveness policy for late sewer bills, changes to 13th Avenue N at a meeting on Tuesday-read more about the meetings this week: The Fulton, Illinois city council meets Monday in a regular business session. The council will consider a budget amendment that will establish a Tourism and Community Services Department Director. The amendment also allocates 13-thousand*500 dollars to the Chamber of Commerce. The Fulton council will also consider a 2014 tax levy that increases revenue by just over three-percent. City official say the increase is needed to offset higher insurance and personnel costs.
The Fulton city council meets at 5:30 at the city hall.

A plan to renovate the downtown Clinton Wilson Building will be presented to the Clinton City Council at their Committee of the Whole session on Tuesday.
The Economic Growth Corporation of Rock Island, Illinois will present their plans for an over eight-million dollar investment to establish 32 residential rental units in the building.
The non-profit corporation has had an option on the building for about a year and has extended that until March of 2015. In their announcement the firm – known as – GROWTH – states they intend to advance the Wilson Building’s historical intent by creating market driven housing that will ignite additional investment in the downtown. The firm stated that – As an experienced community-based developer, GROWTH has experienced firsthand how projects like the Wilson Building can stimulate further investment, turning good downtowns into great destinations.
The City Council will be asked to consider options for the one-point-five million incentive, which could come from tax increment financing over a 15 year period. The council will also be considering updating plans to allow some housing on the first floor in addition to commercial use on the first floor.
Also on the agenda for the Tuesday meeting is the proposal to convert the four lane 13th Avenue North to a 3 lane road with the center lane a turn lane, a policy for forgiveness of penalties on a delinquent sewer account plus the M-T-A’s request for the city to adopt a policy to ban e-nicotine type devices in city buildings, buses and sites of youth structured activities and events.
The meeting will be at 7 o’clock Tuesday evening.

The Clinton City Capital Improvement Committee meets on Tuesday – December 2nd. The committee will be reviewing proposed projects for the next couple of budget years. That meeting is 2 P-M.
The Clinton Plan Commission meets on Tuesday afternoon at 4 o’clock.

The meeting will be at 6 P-M at city hall.
Among the items on the agenda is the consideration to sell the present city hall and vacant lot.
