The Fulton City Council has a special meeting on Monday as a continuation of the meeting on December first.
A proposal has surfaced to re-zone some property at 4480 Ward Road for a residential subdivision. The property is within one and a half miles of the city limits, so the city has the right to ‘weigh in’ on the request.
The meeting material notes that the residential zoning could jeopardize the potential development with the NuMed firm for a cannabis cultivation center because of the proximity of a residential area. It could invalidate the firms application which would mean the city would lose a 250-thousand dollar land and prospect of 25 new jobs and limit the city’s ability to bring water and sewer service to the area. If the Fulton Council opposed the rezoning that forces a vote of three*fourths of the Whiteside County Board for approval of the change.
The council will also continue a discussion about an increased property tax levy as a second item on the agenda.

Tuesday is the meeting day for the Clinton City Council. On the business agenda the council will consider banning e-cigarettes from certain city properties and a partial forgiveness of penalties and interest if a past due sewer bill is paid. There are three items on the agenda that could lead to closed sessions of the council. Two of the sessions are labeled for pending or imminent legal action but the topic is not specified on the agenda. There could be another closed session for labor negotiations.
During the Committee of the Whole Session the council will receive a consultant’s report on the costs associated with providing water service to the railport industrial park. The council will review some amendments to the long-term control for reducing sewer overflows into the river. Another item is a list of potential options for revenue for the city budget. Council members Ed O’Neill and Tom Determan asked for some revenue ideas. Ten different options are listed and the city administrator is asking the council whether any of them should be pursued.
